Brahmaputra Infrastructure Limited (BSE: 535693) ("BIL" or "the Company"), in joint venture with HBMCPL, has emerged as the lowest bidder (L1) for Tender No. CE-CON-KJG-EPC-2026-03, awarded under Northeast Frontier Railway Construction (NFR-CONST). The contract, awarded on HybridEPC mode, covers earthwork in formation and cutting, blanketing, construction of RCC box, RCC and PCC drains, retaining walls and toe walls, nine (9) minor bridges, and one (1) Road Over Bridge (ROB), together with Railway Electrification works comprising design, supply, erection, testing and commissioning of Overhead Equipment (OHE), Electrical (General) works, and Signalling and Telecom works.
The scope of work covers the stretch from Kokrajhar station (excluding) to CH4.100, and from Salakati station (excluding) to CH-0.400. The BIL-HBMCPL JV's net offer value stands at approximately ₹137.60 crore.
This stretch marks the starting chainage of the new railway line between Kokrajhar and Gelephu - a 69-km cross-border rail link announced at a total project cost of approximately ₹3,456 crore under the India-Bhutan inter-governmental MoU signed in September 2025, that will connect the Indian rail network to Gelephu in the Kingdom of Bhutan. The project is one of the most significant cross-border rail investments planned for Northeast India. Under this contract, BIL will execute the very first construction package on the corridor, at the point closest to the existing Indian rail network.
First Mover on a Strategic New Corridor
Beyond its contracted value, the win establishes the BIL-HBMCPL JV as the first contractor of record on the Kokrajhar-Gelephu line, at the very chainage where the new line begins. Executing this package requires the JV to mobilise plant, machinery, manpower and logistics at the starting point of the corridor, and to build a working interface with NFR-CONST from the project's outset - a base and a relationship expected to carry forward as the line is extended toward Gelephu.
Northeast Frontier Railway is expected to float further packages along the same corridor as the line progresses toward Gelephu, in line with the broader push to strengthen rail connectivity along India's border with Bhutan. Having established its presence, track record and interface with NFR-CONST at the starting chainage, the BIL-HBMCPL JV is well placed to bid for and execute this upcoming pipeline - converting its position on the first package into a platform for sustained participation across the corridor.
